The impedance observed at high frequencies is due to a combination of the two successive attenuations (the two resistors and the LPAD). To observe 8 ohms doen't mean that the LPAD is 8 ohms

Yes, of course, since there is another (fixed) L-pad too.
I just assumed that given that the final goal is to have an 8-ohm impedence, it would make more sense to use an 8-ohm variable L-pad too, rather than having to re-adjust it down from ~16 to 8 ohms.
In any case, the crossover can be made to work either way - one would just need to adjust the values accordingly.
